Since starting its work in West Africa in 2023, the organization has established collaborations and projects in Cape Verde, Senegal, and The Gambia.
Its strategy strongly emphasises technical assistance for small-scale fishing organisations, co-management approaches, and community leadership.
Following an exploratory trip to Ghana in 2025, the delegation stated that Blue Ventures was inspired by the stakeholders’ resolute dedication to sustainable fisheries management.
Important legislative initiatives, such as the creation of Landing Beach Enforcement Committees (LaBECs) and the expansion of the artisanal Inshore Exclusive Zone, were emphasised as critical steps in protecting small-scale fisheries and enhancing community compliance.
Blue Ventures outlined the goals of its current mission, which is set to take place from February 22 to March 2, 2026. These goals include reviewing and advancing a proposed partnership agreement with the Ministry, conducting field visits to specific landing beaches, and strengthening collaboration with the Ministry, partners, and coastal communities.

These trips are meant to provide firsthand knowledge of fishing activities as well as direct interaction with local stakeholders, particularly LaBECs, in order to gain a better understanding of how community-based enforcement systems work in practice.
The trip will also include meetings with possible partners such as the Centre for Coastal Management at the University of Cape Coast, the CaFGOAG, the GNCFC, the GFRA, and other major fisheries players.
Blue Ventures hopes to use these encounters to co-develop work plans that line with national priorities and strengthen co-management agreements throughout the fisheries industry.
Hon. Emelia Arthur welcomed the mission and reiterated the Ministry’s commitment to collaborating with trustworthy partners whose actions promote community engagement, evidence-based management, and long-term sustainability.
She pointed out that in order to have a long-lasting effect on fisheries governance, collaborations that supplement government initiatives with technical know-how and information exchange are essential.
