Four in court for a package that landed a traveller in a jail in Qatar

Four individuals have been brought before an Accra Circuit Court on charges of allegedly hiding 4.6 kg of marijuana in a package that was delivered to a traveller in Qatar.

Authorities in Doha, Qatar, discovered the suspected narcotic tablets concealed amid food and personal hygiene supplies in the package, leading to the arrest of the traveller, David Vouganye.

He is presently incarcerated for 25 years after being charged in Qatar.

The four defendants are travel agents Isaac Techie-Menson, 57; Comfort Ofosu, 25; Catherine Quaye, 43; and tiler Kwaku Blorme, 38.

They were charged with unlawful control of narcotic substances and participating in forbidden business related to narcotic narcotics when they appeared before the Stephen Sarpong-presided court last Tuesday.

The four were given GH¢100,000 per person in bail with three sureties after entering a not guilty plea to the allegations.

The sureties must live within the court’s jurisdiction, and one of them must provide landed property worth at least the bond amount to support the bail.

Additionally, the accused were instructed to report to the case investigator every two weeks.

On August 3, 2026, they are scheduled to appear in court once more.

A brief history

The prosecution, C/Insp Maxwell Oppong, presented the case’s facts and stated that on October 30, 2025, Vouganye’s father, Mr. Kwasi Dari, filed a complaint with the Criminal Investigation Department’s (CID) Drug Law Enforcement Unit.

The prosecution claims that Mr. Dari stated that Techie-Menson and Ms. Ofosu sent his son a package on October 13, 2025, when he was on his way to Doha, Qatar.

According to reports, Vouganye was ordered to deliver the package to someone who was supposed to meet him at the airport in Qatar.

According to the prosecution, police at the airport in Qatar allegedly found substances suspected of being narcotic drugs hidden within the package when they intercepted it on October 14, 2025, during arrival checks.

After that, Vouganye was detained, charged, and given a 25-year prison term in Qatar.

According to C/Insp Sarpong, on October 30, 2025, Mr. Dari saw Techie-Menson and Ms. Ofosu in the Accra airport. With the help of the Airport Police, they were taken into custody.

According to Techie-Menson and Ms. Ofosu’s investigations, Ms. Quaye was the one who sent the package to them via a passenger going to Doha.

Ms. Quaye was then taken into custody, he continued.

She said in her statement that Blorme was the one who delivered the package to her.

According to the prosecutor, Ms. Quaye informed detectives that she discovered sealed vials of Ever Sheen cocoa butter and gari when she examined the package.

He said, “Blorme, however, allegedly admitted sending a parcel to Ms. Quaye but maintained that it contained only food and personal care items, including fante kenkey and epiderm cream.”

The prosecutor also stated that the case was still being investigated and that a formal request for complete information on Vouganye’s case had been issued to Qatari authorities via Interpol.
