The Ghana Tertiary Education Commission (GTEC) has instructed Ghana’s Presidential Envoy for Reparations, Ekwow Spio-Garbrah, to provide official proof of his doctorate degree or immediately stop using the academic title “Dr.” if he cannot verify that it was legitimately awarded.
In a statement released on Monday, July 27, 2026, GTEC said it had observed the frequent use of the designation “Amb. Dr. Ekwow Spio-Garbrah” in public communications and official references.
The higher education regulator stressed that the use of unverified academic titles is a serious issue that could mislead the public and undermine the credibility of Ghana’s educational system. According to GTEC, academic qualifications and titles must be earned through recognized institutions and comply with the country’s standards for awarding and recognizing degrees.
To establish the legitimacy of the title, GTEC has requested that Spio-Garbrah submit comprehensive documentation, including:
The name of the university or institution that awarded the doctorate.
Whether the qualification is an earned doctoral degree or an honorary doctorate.
The date the degree was conferred.
Details of the academic or award process through which the title was obtained.
The Commission warned that if the required evidence is not submitted, Spio-Garbrah must immediately discontinue the use of the title “Dr.” and provide proof that it has been removed from all public and professional platforms.
These include official documents, institutional profiles, websites, letterheads, business communications, and any other public records where the academic title appears.
GTEC has set July 31, 2026, as the deadline for compliance and expects the Presidential Envoy to fully cooperate with the directive as part of efforts to uphold academic integrity and transparency in Ghana’s higher education sector.
