Today, Monday, November 24, 2025, the Office of the Special Prosecutor (OSP) is scheduled to arraign eight people in relation to its ongoing investigation into the Strategic Mobilization Limited (SML) revenue assurance contract with the Ghana Revenue Authority (GRA). Among them is former Finance Minister Ken Ofori-Atta.

This comes after 78 accusations were brought against Ofori-Atta and seven other people for allegedly participating in the contentious agreements between the SML and the GRA.

The OSP said in a statement on its official Facebook page on Thursday, November 20, that it will also ask the court for permission to serve the charge sheet on accused individuals who are presently outside Ghana’s borders.

Section 23(1) of the Criminal Offences Act, 1960 (Act 29) and Section 92(2)(b) of the Public Procurement Act, 2003 (Act 663) are the accusations that were filed on Tuesday, November 18, 2025, according to the OSP.

A section of the lawsuit, which was filed under case number CR/0106/2026 at the Criminal Division of the High Court in Accra, says:

“Conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a procurement contract, contrary to section 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).”

Former GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, top GRA officials Isaac Crentsil and Kwadwo Damoa, Ernest Akore, a former technical advisor at the Ministry of Finance, Evans Adusei, the owner of SML, and the firm itself are all anticipated to be prosecuted.
