A powerful delegation from the African Commission on Human and Peoples’ Rights (ACHPR) paid a courtesy call to Hon. Dr Agnes Naa Momo Lartey, Minister of Gender, Children, and Social Protection, led by Hon. Commissioner Janet Ramatoulie Sallah-Njie, Special Rapporteur on the Rights of Women in Africa and Commissioner Rapporteur on the Human Rights Situation in the Republic of Ghana.
From September 29 to October 2, 2025, a four-day Advocacy and Promotion Mission to Ghana was conducted, which included the visit.
The goal of the mission was to raise awareness of and encourage the application of the Maputo Protocol, the African Charter on Human and Peoples’ Rights, and other regional human rights treaties.

The delegation was welcomed by Hon. Dr Agnes Naa Momo Lartey, who also reiterated Ghana’s dedication to defending the rights of women, children, and vulnerable populations.
In order to give every child the best start in life, she emphasised the Ministry’s efforts to execute the Early Childhood Care and Development (ECCD) Policy.
Along with highlighting the government’s commitment to building sixteen shelters across the country to offer safety and assistance to victims of abuse, the Minister also underlined ongoing efforts to end child marriage and fight domestic violence.
Alongside the Livelihood Empowerment Against Poverty (LEAP) programme, which continued to offer vital social protection for low-income and vulnerable households, she also cited measures that support the inclusion and welfare of people with disabilities.

It also sought to strengthen cooperation with the Ghanaian government, promote ratification and successful implementation, and raise the Commission’s profile among civil society and state institutions.
Along with engaging stakeholders on legislative and policy measures to promote human rights protection, the team also urged Ghana to submit its periodic reports on time in accordance with Article 62 of the African Charter.
The Minister reaffirmed the Ministry’s commitment to enhancing its interventions and collaborating closely with regional and global partners, including the ACHPR, in order to promote social protection and human rights in Ghana.
The delegation also met with civil society organisations, toured Social Welfare Centres that care for and support vulnerable populations, and held a technical meeting with the Ministry of Foreign Affairs as part of the mission.
