AMA employees are urged by the new GARCC Chief Director to put performance and discipline first.

The Accra Metropolitan Assembly (AMA) employees have been urged by Rev. Harry Kwatei Owoo, the recently appointed Chief Director of the Greater Accra Regional Coordinating Council (GARCC), to embrace the “Five Ps”, purpose, punctuality, productivity, professionalism, and performance, as guiding principles for better service delivery and institutional excellence.

Speaking to Assembly employees on a familiarisation visit to the AMA, the Chief Director stated that each public servant must be aware of their role, arrive at work on time, maintain productivity, respect professional standards, and provide quantifiable outcomes in the public interest.

He explained the “Five Ps” by saying that each employee had to be aware of their identity, the reason they were working for the government, and the contributions they were making to the Assembly and the nation.

Regardless of one’s profession—engineer, procurement officer, administrator, planner, accountant, or any other—he stated it was crucial to consider how one’s work affected the Assembly’s development agenda.

Regarding productivity and timeliness, Rev. Owoo emphasised to employees that the government only needed eight hours of their time each working day and that arriving late to work deprived the public of the service they were entitled to.

He stated that it was insufficient for employees to be at work early; they also needed to refrain from using social media during business hours, engaging in pointless chats, and engaging in activities unrelated to their designated responsibilities.

He asked employees involved in planning, construction, and development control to apply rules equitably and consistently. He voiced worry about unapproved developments on wetlands, streams, and unapproved areas, stating that such activities frequently occurred when professional standards were compromised.

Regarding performance, the Chief Director pushed the AMA to rank among the nation’s top-performing assembly and stated that outcomes were still the best indicator of public service.

According to Rev. Owoo, prior national performance evaluations revealed that only three assemblies in Greater Accra attained excellence in 2021, four assemblies from the region were among the top ten performers nationally in 2022, and only one assembly from the region was among the top-performing assemblies in 2023.

He pointed out that while there were no evaluations in 2024 and 2025, 2026 offered the AMA and other assemblies in the area a new chance to enhance their performance, adding that good performance drew development benefits.

Hon. Michael Kpakpo Allotey, the mayor of Accra, welcomed the Chief Director and gave him assurances that the Assembly will support efforts to improve accountability, productivity, discipline, and timeliness.

He added that the Mayor’s job included field work, market engagements, sanitation enforcement, environmental improvement, and direct involvement with communities. He noted that leadership was about accountability and results rather than titles or appearances.

The Odododiodoo Member of Parliament, Hon. Additionally, Alfred Nii Kotey Ashie promised him their unwavering collaboration and support in bringing about the people’s progress.
