The former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Mr. Dennis Edward Aboagye, sometimes known as “Miracles,” was detained by the Economic and Organised Crime Office (EOCO) in connection with an ongoing investigation into purported financial irregularities at the Secretariat.

Mr. Aboagye was pulled up at Kotoka International Airport on Sunday morning, according to EOCO, following the execution of a Stop Order that had been imposed on him a week prior by the Ghana Immigration Service.

He and Mr. Gerald Appiah, a former IMCCoD accountant, are being probed for allegedly misappropriating, misapplying, diverting, and stealing around GH¢55 million in public monies.

Following a forensic audit of IMCCoD from August 1, 2022, to February 2, 2025, and a request for additional investigations from the current Executive Secretary, the probe got underway last year.

According to EOCO, the suspects are being investigated for a number of linked offences, including money laundering, defrauding by false pretences, inflicting financial harm to the state, conspiring to steal and stealing, and using public office for profit.

Mr. Gerald Appiah has “voluntarily begun refunding funds connected to the crimes under investigation,” according to EOCO.

The Office did clarify, though, that the returns do not end the inquiry or clear any suspects.

EOCO started an operational plan for Mr. Aboagye’s arrest last week after new information was discovered that connected him to possible theft and fraud.

Despite having previously left the country, he was detained upon arrival on Saturday night and turned over to EOCO on Sunday.

Later on Sunday, he helped detectives with a search operation that is anticipated to go on today.

According to EOCO, Mr. Aboagye will be granted bail in compliance with the Constitution. Additionally, it is anticipated that Mr. Appiah will fulfil his bail requirements today and be freed while the inquiry is ongoing.

The Office declared, “EOCO remains committed to conducting its investigations professionally, impartially, and strictly within the law.” 

It added that while attempting to recover public assets, it will continue to protect the rights of all individuals under investigation.
